Corner anarchy to be addressed?

Footballing authorities have finally got around to beginning to tackle the anarchy that exists in the build up to corner kicks, when anything up to 21 players gather in the penalty area and charge around in different directions in the build up to the kick.
Corners are sometimes completely impossible to manage. Offences are taking place in four or five different places. The goalkeeper may be being impeed by an attacker on the line. A defender seeking to protect his goalkeeper may be tugging a shirt or pushing the attacker around.
On the edge of the area, defenders are trying their best to disrupt attackers seeking to charge in to head the ball home.
Often it all gets heated and the handbags come out.
The referee can usually only blow his whistle, slow the game down and reprimand the players before it all starts again.
Now referees are being urged to penalise players even of the ball has yet to arrive. I look forward to the brave referee who gives the penalty while the ball is still in the air.
